Oakland property owners are responsible for the sidewalk in front of their lot, and the City requires a Sidewalk Compliance Certificate before a sale. We replace lifted and broken panels, handle the OakDOT permit where one is needed, and build private walks and steps.
In Oakland the sidewalk in front of your home is your job to maintain. The City points to state law and to Oakland Municipal Code section 12.04.380. Tree roots are the usual cause of damage: a panel lifts at one edge and becomes a trip point. The exception is a tree the City has recorded as an official City tree. In that case the City is responsible for the repair.
Oakland also requires a Sidewalk Compliance Certificate before a property changes hands and before a permit is issued for renovations worth more than $100,000. That catches many sellers by surprise. We inspect the sidewalk, replace the panels that fail and provide the paperwork a licensed contractor is allowed to certify. Repairs of 25 square feet or more need a Curb, Gutter, Sidewalk permit from OakDOT. Smaller ones do not.
Private walks are simpler. Front paths, side yard walks and steps on your own lot can be shaped and finished as you like. We give them a broom finish for grip, slope them so rain runs off, and plan joints at regular spacing. On hill lots we build steps with even risers and a landing where the run is long.

Oakland's Notice to Repair gives you 30 days to fix the sidewalk. You can hire your own licensed contractor. Call us with the notice and photos and we will tell you what needs replacing and whether a permit applies.
Can a lifted panel be ground down?
A small lip can often be ground flat, which removes the trip point at low cost. A panel that is badly tilted or broken needs replacing, and the root that lifted it has to be dealt with carefully.
Do I need a sidewalk certificate to sell my house?
In Oakland, yes. The City requires a Sidewalk Compliance Certificate before title transfers. It is best to look at the sidewalk early so repairs do not hold up the sale.
